No gustave, my alternative to this mess is COMPETENT diplomacy, not ground troops and certainly not Albright diplomacy, who by way, advanced to her position as a direct result of the PETER princple; people advance until they reach their level of incompetence.

Rambouillet is an unacceptable document; through my reading of it and as sited by many noteworthy Americans (Alexander Haig, Kissinger). NATO miscalculated greatly thinking they could present this one-sided agreement with the threat of force; in effect an ULTIMATUM.
