Looking at the pie chart, you see that the volume is ~95% institutional trading. Since every buyer has to have a seller, and every seller has to have a buyer, it follows that institutions are on both sides of the equation.

I was not very clear as to my meaning. I felt that institutional buyers were letting the price drop to pick up huge numbers of shares at very decent prices.

The sellers I just don't get, at this point, what they're doing. Perhaps they have loaded short positions and are increasing exposure in order to force a better price from which to cover.
