ICCAC volume: 20,100. I see the inside spread was 14 1/14 x 15 1/8 at 13:13:26. 100 shares crosses at the bid at 15:24:32. The spread narrows to 14 3/8 x 15 at 15:31:07. 2000 share trade crosses at 15 1/4 at 15:39:16. There were only 600 shares at the offer at 15, and 100 at 15 1/8. If the trader was using an ECN it is an entirely reasonable explanation that he took shares from an outside offer. It could have also been a late print, they do happen.

It's an illiquid stock. It's the way they trade.
