They are buying back their own stock. That way, they can reissue it later when the price is higher and they need the money.

From their news release:

"The Corporation is proposing to purchase, for cancellation, up to 519,303 Common Shares or 5 percent of the issued and outstanding Common Shares of the Corporation during the period from January 21, 1999 to January 20, 2000 at the market price on the Alberta Stock Exchange at the time of acquisition."
