I still don't see the logic in your statement.

Buying shares on the open market generally causes a rise in price. Reducing the size of the float raises the intrinsic value of remaining shares, which should also be an impetus for a rise in share price.

I don't see how CUQ buying back shares would cause the price to drop. Also, how do you figure that the share buy-back has anything to do with re-issuing them later?
