Hi Steve:

Correct, PeterE's message states that PCTV got the
upstream spectrum from ASU. In essence he says that
by upgrading from analog to digital TV and using MPEG
compression, ASU gets to carry as much information
in half of its spectrum, and PCTV gets 12MHz of
spectrum (2 channels at 6MHz each).
