You can view the Regional exchange quotes using the Level II display if you have real-time quotes for the exchange. You don't need Level II for Nasdaq to see this - just version 2 of QCharts (in beta) and real-time permissions from NYSE, NASDAQ (yes, these trade on some of the regional exchanges), AMEX and OPRA.

It is particularly enlightening to see the regional quotes on the options. There would seem to be lots of other-excahnge arbitrage opportunities - if the market makers could be held to their quotes like on Nasdaq.
