Hi Pegs,
I guess the water in the northeast would be definitely cold and unpredictable. I paddle a lot, but under definitely different conditions. I live on a large bay in the Philippines; the water is never cold, and is generally pretty tame, though it can sometimes be choppy in the middle of the bay. Outside the bay can be rough, and in typhoon season it can get quite wild. I don't tend to paddle much in those months, partly because there aren't any other paddlers here, and I don't like rough water alone, and partly because in the storm season I'm usually off indulging my whitewater fetish.
Spend a lot of time probing along forest coasts and shallow seagrass beds, some small islands, some coral. See some big fish, sometimes shovelnose and sand sharks, some sea turtles, some dolphins.
Some really superb paddling in some of the outer Philippine islands, towering limestone islands, jungles, caves, great coral, some areas with frequent encounters with whales, dolphins, whale sharks.
What do you paddle?
