We had a national interest in fighting Iraq ; oil, preventing a megalomaniac from building an arsenal of weapons of mass destruction, saving Kuwait. Therefore human losses can be accepted in that situation. Saddam was bent on taking over the middle east and was threatening to destroy Israel and the west if he had the chance. Therefore the risk of loss of life was worth the reward. The same cannot be said about Kosovo ... that's why we see the current half-committed effort by the U.S.
