I have returned to planet Earth from Mars and chatted with mine own legal counsel, who said that his software did not indicate an AMT problem but that he's seen and heard a bunch of similar problems cropping up. I think taht perhaps last summer's swoon hit more folks than the IRS assumed, and taht they misrepresented to CBO and the Fed what to expect. Response:

1. Hold all refunds as long as possible
2. Scare the citizenry into accepting less refund, and
3. Frighten the most gullible into paying money THEY DON'T REALLY OWE, to be repaid (of course) when the IRS "error" is "discovered".

Cynical? MOI?

Almost never...
