Although not an expert, I would guess a lot of oil service industries have cut back in varying ways and we've even seen some mergers in support of this. Thus, I would not be discouraged by ICOC stopping the dividend given the past year's climate for oil.

But it does appear oil is bouncing back and this has to be good news for ICOC.

Does anyone have any comments on the following?

What is ICOC's European exposure and how will Europe be impacted by the war in the Balkans? I recall reading somewhere that Europe did not have heavy oil reserves prior to the bombs dropping on Serbia. I'm new to ICOC so I'm not very well versed on its global operations, but it would seem to me that the services ICOC provides would be helpful in a warring economy.
