MSFT is taking market share from Oracle.

There's little indication that Microsoft was taking the market share
from Oracle in '98 -- the year for which statistics are available.

These are the stats:
Preliminary Worldwide Database
New License Revenue Market Share Estimates for 1998

1998 Market Share (%) 1997 Market Share (%)
-------------------- ---------------------
IBM 32.3 28.9
Oracle 29.3 29.4
Microsoft 10.2 9.9
Informix 4.4 4.8
Sybase 3.5 4.5
Others 20.3 22.5

Source: Dataquest (March 1999)

It looks like Microsoft's slight gain is coming more from Sybase and
others. Now it could be that SQL Server 7, which was available for
only part of 1998, is shifting the balance, but then again both IBM
and Oracle have introduced new database products as well.
