I have a theory about that... first of all, most "going negative" is about performance or stands taken, not purely personal matters. Have you ever really watched a couple of local politicians "debate"? It is like pulling teeth to get some of these people actually to commit to a stand, they are forever hedging and promising to study things, and indulging in platitudes. Frequently, their resumes are similar. What would mobilize voters to go out to the polls to express an opinion on one of the shlubs? Finding something on an opponent means finding some harm in letting him win, which means providing some reason to care who wins. Therefore, negativity sharpens the issues. When it is not total misrepresentation, I think it is probably helpful to create a stake in the outcome...
