Hardly applicable. More apt would be, "If Johhny has repeatedly attacked those around him, killing some, maiming others, then the appropriate response would be to talk to him, offering him his life in return for the immediate cessation of his crimes and his full accountability for those crimes. If he doesn't accept those terms then beat little Johnny to the ground, even use deadly force if it is necessary, to protect society from him".

Face it. In this kindergarten parable, little Johnny is a stone cold sonofabitch.
