The problems that the INS had with the FBI rejecting a load of fingerprint cards goes back at least a year.....I remember reading about stacks of cards found in a secretary's desk.....I guess there were more. You can imagine the trouble it would be to go back and try to re-print all those people.....what a mess.....One of the advantages of using machines like IDX's is that the machine will not take a "bad" print. Ink and rolling has many disadvantages, smudged prints is only one.
Anyhow, the INS is working on the problem and has been for some time......In fact, let me transcribe this for you.....It is not on the net.
