I just ran in and checked. The paper comes in over the top. I always leave about a couple inches or so hanging down underneath the rest of the roll for extreme emergencies. I never let the roll go down all the way without a spare roll nearby. The paper of choice is white, two ply, with little cloud formations. Very nice, soft texture that feels gentle to ones derriere. Jane at the beach back to dd with NO SHOES on!
