Actually, I would send Colin Powell and Jimmy Carter, and add in about 10 respected figures from around the world, including a Vatican representative and a representative from the Orthodox church, somebody from Russia, somebody from Switzerland, etc. Let them negotiate a settlement. Let them hear ALL the grievances, including Milosovic's legitimate grievances (which we have tended to ignore) about the KLA and their supporters, and find an answer.
Add a Chinese or two, an EU representative (how'bout a French?), a Muslim delegation and you'll get the UN Security Council picture!
Of course, you'll also end up with UN-like ineffective resolutions... |
