One would have to go back and apply the growth stated in each Reagan
budget proposal as applied to the prior Reagan budget proposal. The
executive branch's budget proposals are formulated using the prior
year's spending levels which are passed by Congress, hence the actual
spending proposals would be much lower if they were based on the
assumption that the Reagan budgets passed unchanged. I've explained
this about the budget proposal and appropriations process several
times. You should try boning up on the federal budget process. I worked about 10 years ago on some federal budgetting systems.
