Technor Announces Implementation Agreement for the CellPoint System in
Sweden with NetCom's Swedish Operator Tele2

APRIL 23, 1999; STOCKHOLM, SWEDEN--Technor International Inc. (NASD OTC BB: TNOR)has signed an agreement with Tele2 in Sweden for implementation of services built on the company's CellPoint GSM positioning technology. The "CellPoint System" uses unmodified
cellular networks to determine the position of unmodified handheld mobile phones. The first services are targeted for transport companies, service and sales organizations, with further services on the way. Details of the agreement will be announced at an upcoming press conference to be held in Stockholm May 5th.

Lars-Johan Jarnheimer, President of Tele2, says "The unique thing about this System and associated services is that they are built on an already-proven technology and that the services will be priced affordably enough for everybody to be able to use them."

Peter Henricsson, Chairman of Technor and subsidiary CellPoint Systems, says "We have been operational in South Africa for almost three years and see this as a stepping stone to make the CellPoint System available to all of Europe by closing agreements with the European cellular operators." The CellPoint System has been fully functional in Tele2's entire network in Sweden since the fall of 1998.

"This is the first launch in a series of services that are built on positioning of cellular phones," says Jarnheimer. He continues "The follow-on services are aimed mostly toward private individuals and
will give people enhanced information and a safer, more secure life."
