Sure, but there are other companies and their Officers, too. But I doubt that there would be room to put all in jail. And the marketplace would be quite empty.
At least, they create shorting opps and employment for a bunch of investigators and lawyers.

Problem is that I don't like this sort of redistribution of wealth (see FIBR).
