The French nixed the oil embargo. As for leading, the US will have a lot of debts to pay when this is over (no different from Gulf Storm). Some, such as Russia, Hungary, etc. prefer to collect up front. The US never leads in diplomatic affairs. There are usually only a few ways other countries do what the US wants: (1) military aid ($), (2) economic aid or loans ($), (3) military intervention threat, and (4) it's already in the foreign government's self-interest. Even if (4) is operative, they will usually hold out for (2) which may be disguised as trade concessions.
