I think the reason for 2 chip approach for a general purpose CPU is that over the life of the CPU, the I/O standards keep changing - USB, PCI, 1394 Firewire, AGP (with non-integrated CPUs). An update of these chips during the lifetime of the CPU is probably cheaper than updating the design of the whole CPU.
