John, given that the local service providers are partners in Globalstar (having already put their money into the bucket) I dont see what the motivation would be. If you are attempting to say they would try to entice users onto the network that would not use the minutes, might be, but so what?

I foresee the SP dropping the numerous (and time consuming and expensive and labor intensive and on and on...) roaming agreements they have in force with all the neighboring SPs. It is a great advantage to them and the end user to say "One phone - anywhere." (and one billing interface)
