Pat,

Maybe they're just not talking 'cuz they're in between a rock and
a hard place ... you know how conservative those people can be.
Maybe they see it (ADSL) ... know it's there ... want it cheap
... but can't buy it 'cuz it's "not there yet". So they keep
their mouth shut.

My own speculation.
