Look at this link for the IPO.

It says right there 200 mil shares offered with goal to raise 200 mil dollars. Now I don't know what that means really. Maybe you are right and what it is is that they have 200 mil shares authorized for the corporation but are not offering the whole 200 mil at once. That's what I'm trying to figure out. Thanks.
