USA IPOs are type 1 securities (cash account) for the first 30 calendar days. Shares in a type 1 account may generally not be borrowed, and therefore they are not available for shorting.

Only after the 30 days may IPOs be purchased "on margin" and/or placed in the type 2 accounts. Once this happens, they can be hypothecated and shorting begins.
