The transfer for class III in Pa is $300 the last time I heard. The weapons are pricey.....$2k and up......in PA anybody can get a FFL and can move up to class III if they actually conduct biz. The availability of the weapon is small due to a variety of facts. But I don't think getting the permit is one of them. Here you can get a Concealed Carry Permit on the spot. ANd if you have a CCP,y ou can purchase a handgun and walk out the door with it.
