BZET claims that all the info we have, they have. But they may be playing dumb....

Still, I think a "misunderstanding" is the weirdest thing I've ever heard. I'm not a specialist on this sort of thing, but it sounds fishy.

BTW, H&Q is saying that since the FDA has never seen a product like this before, the "disapproval until more information can be made available" isn't uncommon. Faulkner (H&Q) says that he's seen similar happenings with a few other products, and that there still is a fair chance of approval.
