Douglas,

1) AMAT and USRX are more expensive stocks. Take a look at them, compared to NANO and SMTL in terms of percentage moves in volatility. You'll see that NANO and SMTL are actually as volatile as AMAT/USRX, just as their betas suggest.

2) AMAT and USRX do much more volume than NANO and SMTL. There is simply more investor (err, trader) interest in these stocks. With the market being volatile, the traders are in-and-out of AMAT/USRX. Meanwhile, traders don't mess with stocks like NANO and SMTL to any compariable level.
