In England many schools have prefects who are students in their last year. Their job is to serve as role models and see that the school morale is strong. When I went to school 40 years ago, the prefects were allowed to discipline you. I got 3 strokes of the bamboo cane , twice. Mind you this discipline was strongly supervised by the teachers. With such a system, the bullying etc that seems to have occurred at Littleton would have been nipped in the bud.
