I agree with you--to a point. That point is where market realities collide with accounting. If the RBOC is too quick to pull out its ISDN equipment, to replace it with a dsl variation, they face writeoffs of undepreciated equipment. They will therefore be reluctant to do the replacement wholesale. Bell Atlantic's tactic seems to be to continue rolling it out where they never got isdn installed in the first place, where they have room to run them side by side, where they have the greatest customer screaming (if it is a big customer), etc.

And that makes perfect commercial sense. If they've got a central office that is full, so that no 10x10 cages can be installed by CLEC's, they have little competitive pressure to lead in that CO with the latest and greatest (ie., dsl). I have no proof, but I bet if you watched Bell Atlantic's rollout of dsl by CO location it would closely match Covad's or RCN's or whoever. It makes perfect commercial sense, but it doesn't let me have access to dsl.

I did walk by their CO in downtown Ridgewood the other day--and was pleased to see that they have finally made the switch from manual switches to electronic. The last time I remember looking, in the Fall probably, all the manual switches were still there. So, they are making progress!
