The original NATO treat provided for the use of military force only in the event of an "armed attack" upon a NATO member "to restore and maintain the security of the North Atlantic area".

Last year's Senate resolution on NATO expansion approved "other missions when there is a clear consensus among it's members that there is a threat to the security and interests of NATO members".

Clearly Kosovo involvement is debateable if we are there because of the new resolution. This quick, destructive bombing campaign has potentially caused greater unrest in the neigboring countries.
