Last year's Senate resolution on NATO expansion approved "other missions when there
is a clear consensus among it's members that there is a threat to the security and
interests of NATO members".

Was this adopted by all Nato members? It was never made a modification to the treaty, as far as I can tell, which is still the controlling document.

And I doubt that there was any "clear consensus" arrived about among all Nato members that Kosovo was a threat to any Nato members. (Which memnbers? Hungary? Greece?)
