Your right. This affirms that NATO policy is whatever the U.S. decides it is; NATO is a synonym for "The United States Protectorate of Europe". The U.S. has a belief that European nations are to blind/stupid to deal with their own issues. The U.S. seems to think that blowing up stuff is a pretty good way to keep foreign policy a simple affair.
