The lady's idea is really of little, if any, value. Law enforcement is not going to recognize this"data base" and the typical NRA gun owner or most others for that matter will not trust her data base any more than one created by a government entity. Actually she would only be duplicating the records required to be kept by the licensed dealer. If a person buys and then sells a gun legally and keeps a receipt of sale then he should have no problem with the authorities. If all the money and might of the federal government can't begin a date base at no cost to the firearms owner (except for taxes) what in the world makes the lady think she can. If you know her you should convince her to spend her time, effort and money in a more productive way.
