Toups Technology Introduces World's First High Volume AquaFuel
Production Device

- Major Engineering Breakthrough Represents First Automated Production of AquaFuel in Commercial Quantities -

LARGO, Fla., April 27 /PRNewswire/ -- Toups Technology Licensing, Inc. (TTL) (OTC Bulletin Board: TOUP - news), a diversified technology
development company, announced that it has successfully built the world's first automated high-output AquaFuel production system. Details are available on the

According to independent analysis, AquaFuel is a viable alternative to fossil fuels that produces no harmful emissions. This unique property allows AquaFuel to
be burned safely in enclosed areas or to be used in industrial quantities without any appreciable harm to the environment.

The system, called the AquaFueler Auto 1500(TM), incorporates significant advances over demonstration and prototype equipment, including the use of AC
(alternating current) and new voltage regulation techniques. The device also introduces a new automated carbon rod management system, where three rods are
applied to a common electrode mantle using precise hydraulic computer control.

''TTL has achieved its initial goal of producing AquaFuel with an automated system in large quantities,'' said Ken Lindfors, AquaFuel's project manager. ''This
system represents a major step in our commitment to produce a series of advances that will improve efficiency and effectiveness.''

The system produces AquaFuel in commercially viable quantities and when operated in parallel with additional systems, can provide gas output in sufficient
quantity for a number of applications. Output is up to 1,500 cubic feet of gas per hour per module.

An added benefit of an AquaFuel production system is that it can use virtually any kind of water, including sewage. Independent tests indicate that, because of
the temperatures generated in the AquaFuel production process, it is also useful as an effective enhancement to traditional sewage treatment.

Applications for quantities produced by this unit include the practical use of AquaFuel an additive to traditional fuel gasses, as supplemental electrical generation
in sewage treatment plants (while supplementing sewage treatment and reducing costs), for production of safe fuel gas in remote areas, and as an electrical
storage technique.

For example, wind farms are typically most productive in off-peak hours when generated electricity can be sold for as little as 3 cents per kilowatt hour. If off
peak production is used to generate AquaFuel and then AquaFuel is used to produce electricity at peak times using a generator provided by TTL Power
Systems, it can be resold at higher prices, increasing profitability.

About AquaFuel

The AquaFuel process involves an electric discharge on carbon rods within ordinary, sea or other forms of water. The discharge decomposes carbon rods,
separates the water and creates a plasma of mostly ionized hydrogen, oxygen and carbon atoms at about 5,000 degrees C. The atoms re-combine in various
forms, cool down in the water surrounding the discharge, and bubble to the surface where they are collected and stored as AquaFuel.

AquaFuel has been analyzed by an international consortium of scientists, engineers, universities, government agencies and independent laboratories, including:
The Institute for Basic Research; NASA Laboratories/Kennedy Space Center; U.S. Environmental Protection Agency (EPA); and the Briggs & Stratton Test

These independent sources have affirmed AquaFuel as a safe and desirable alternative fuel or fuel additive for consumer uses such as cooking, heating and
automobile fuel, and industrial uses from electrical generation to the cutting of metal. TTL holds the license to five patents for the AquaFuel production process.

The properties of this gas are so unique that it is equally as effective in relatively low energy (or BTU) uses, like cooking, to very high-energy requirements such
as cutting metal. In addition to its flexibility, AquaFuel burns so cleanly that it gains a significant advantage when the elimination of emission and pollution control
systems is considered.

When safety is added to the mix, particularly in consumer and industrial applications, AquaFuel is especially desirable. One of the dangers of using traditional
fuels is carbon monoxide emission. AquaFuel releases the same amount of carbon monoxide in its exhaust in 24 years as most traditional fuels release in 24
