"Is CUBE/DIVI evolving into a straight-up competitor with BRCM?"

In some areas, yes. In particular, settop boxes.

"Does CUBE/DIVI have the expertise NOW to do what BRCM does?
Yes, all of it.

"does BRCM have the necessary expertise it needs to do what CUBE/DIVI does?"
Nope.

BRCM doesn't have an encoder or Codec chip.
BRCM doesn't have VCD chip.
BRCM doesn't have DVD chip.
BRCM doesn't have an encoder system.
BRCM doesn't have the equivalent of DiviSys. The systems integration and support service part of Divicom.

Cube doesn't have the settop box front end or cable modem. But they recently acquired a company that gives them the required technologies and cable related settop patents. By the way, the patents pre-date BRCM. However I don't know if they are applicable to any BRCM products.
Cube doesn't have SA or GIC as settop box customers (yet).
Cube does have SA and GIC as encoder systems customers.
