Try a different firm. I use Fidelity and am allowed to trade calls/puts in my IRA, and have for almost 10 years.

Another factor that me be affecting you is how you fill out the options trading addendum. Most firms use this to determine what they will let you trade. Some also have account balance minimums for option trading.
