The executive order, started by President Ford, that prohibits personal assassination is an idealistic and ineffective policy. We need safeguards put in place against political abuse, but the policy should be "quietly" annulled.

As you implied, it does seem foolish to spend $30 billion, and destroy a nation's infrastructure, when Xena would probably get rid of Slob and Dog Face for nothing.
