Scot, it is a no win situation a modern fab cost a billion bucks, it better make the most profitable product 24 hrs a day, or it will not pay for itself. No, typically, those outdated fabs make short runs, specials, and even analogue devices (yes, there is still demand for those as yet). Because they have a high percentage of "specials" and custom designs, the profits margins are thin and they are often just "surviving".
