I wouldn't want to have the task of getting Arthur Andersen to sign off on a phony 10-K. Doubt if it's possible.

Agreed, but... according to M. Asensio Able Telcom did exactly that. He put out a press release after Able's 10-K was issued stating "We firmly believe that Arthur Anderson's conduct and material omissions are flagrantly fraudulent." An aggressive statement even for him. The jury is still out on ABTE, though, so it's tough to tell who's right.
