That seems to be the message. When you look around, it's hard to find a single country over the past 20 years that is substantially better off after our intervention than it was before. Korea may be the last country that substantially benefited from our involvement (though I believe it was actually a UN mission), and they are FAR from a democracy even thirty years later.
