Well, Russian rockets have done pretty well so far this year...Soyuz's, Protons, a Sea Launched Zenit (the booster is integrated in Ukraine, but the engines are Russian)- all up OK and more or less on schedule. That's better than LockMart and Boeing can say about the Titan and D3.

I imagine the CDMA decree is about politics and payoffs, and will be quietly reversed at some future time.
