If the penalty for backing out is only 160 million, that would be a drop in the bucket were CSCO wanting to make a bid for USRX. With such a small penalty (in the overall 7 billion dollar price tag), why couldn't CSCO steal them from COMS? It's not like anyone would be more unhappy about THAT deal!
