HGSI mainly wants to be a drug company and use the genomic info to cure diseases. They also sold off most of the rights to their info to Smith Kline before they did an IPO for $120 M. TIGR's data goes to HGSI for their support. INCY's business model is not to be a drug company, but to be a support service to the bio/pharma industry. They have over $70 M in revenue committed for 1997 and their deals are generally 3 year in duration, hence the doubling in revenue each year. This doesn't include any of the potential royalties. I don't know about MDLI.
