Well, Blue, the government has a vested interest in the stability of society. And in a society as diverse and large as this one, it is simple fact that churches and private charities cannot provide all the aid the underclass needs.

The western European democracies seem to recognize the fact that once a generation is lost, the society itself is in a shambles. That is why they pay women (and men) with babies and small children to stay home with them when they are small. Attachment is absolutely vital in development. Poorly parented children with multiple pathologies simply do not parent well themselves, and all the parenting wisdom of generation after generation is lost. Many people say that one of the most serious things wrong with America is that children are not much of a priority here.

But whatever. I do suspect that most libertarians are wealthy enough to ensconce themselves in gated communities, and afford sophisticated alarm systems and other security precautions. The poor liberals are close enough to the realities of the underclass to still really see them clearly, and feel compassion and fear all mixed together, a strong motivation to try to level the playing field, at least for children, who are innocent and seem in my opinion to deserve a chance at success which a more level playing field offers.
