The President is a virtual dictator for brief periods of time when it comes to military action, as a matter of fact. However, for a more extended operation, things get sticky, which is why it was unwise to initiate this action without adequately getting his ducks in order with the Congress, the United Nations, and the public. Already the House of Representatives has had a tied vote on terminating the operation. Although it would not have been binding, a loss would have been a political disaster, and even the tie is pretty bad.
