Neocon, Actually it began with a religious basis- Azeris who are Muslims persecuting the Armenian Christian minority in Baku and surrounding areas.

Big mistake by Azerbaijan as Armenia proper stepped in and whipped the pants off of Azerbaijan on behalf of the Armenian minority in Azerbaijan. Now post -war Armenia occupies most of western Azerbaijan and appears to have no intentions of relinquishing it....
