"08:30 Q1 PERSONAL SAVINGS RATE NEGATIVE 0.5%, WORST IN AT LEAST 53 YEARS."

Could somebody explain to me how the personal savings rate is calculated? Most people think of their "savings" as including:

Savings Accounts
CDs
Checking Accounts
Money Market Accounts
Taxable Brokerage Accounts
401k's, SEPPs, etc.
IRA's
Roth Accounts
Equity in the House & other real estate

Which of these are "personal savings"?
