Suing someone is not illegal, it is not a criminal action. If threatening to someone with no cause were to be considered extortion then 90% of the lawyers in this country would be in jail (not a bad idea). Any abridgement on a person's ability to pursue legal redress, and to inform someone of his right to do so, would most likely be considered denial of due process and therefore unconstitutional. Just my opinion of course, I'm not a lawyer and other than in real estate transactions I rarely speak to lawyers.
